The Modernization of the Police Training Center project provides space for education of the Police of the Czech Republic

On the outskirts of Kutná Hora in central Bohemia, the most modern Training centre of the Police of the Czech Republic was established in our country. Thanks to funding from Norway grants, the abandoned military barracks have become a top-level facility that serves not only to train police officers, but also public administration employees and other departments. Modern educational facility, an outdoor training polygon according to NATO standards, and openness to external institutions make this Centere unique in the entire Czech Republic.
Training Centre renovated from former barracks to open in spring 2024
The Czech Police has had six Training Centres at its disposal so far. These mainly specialized in basic training for new police officers or specific training for existing police officers. Thanks to Norway grants, another one was created. “The need to build a special Training Centre arose years ago based on the dynamically developing security situation, not only in the Czech Republic but also in the world,” explains Ing. Erika Čejková, Deputy Director for Economics at the Police Education and Training Unit, who was also one of the project team members. The Czech Police must be able to respond flexibly and effectively to changes in the world, and the existing educational and training facilities became insufficient.
The police project used an unused military complex in the suburbs of Kutná Hora. The former barracks were revitalized into a modern nationwide Training Centre. The big challenge was the preparation and implementation of the reconstruction in a short time (three years), which was greatly complicated by the Covid pandemic, by the outflow of workers from the supplier company caused by the war in Ukraine, by a change of supplier or by an increase in the prices of construction work. But it was successfully finished and in March 2024 the complex welcomed its first visitors.

Multifunctional?
"This Training Centre is unique, as not only police officers, civilian employees of the Police of the Czech Republic, but also other branches of state administration can be trained here, which is not entirely common at our other Training Centres," says Col. Mgr. Jiří Fejfar, Director of the Police Education and Training Unit.
This also means that trainings of various types and contents can take place here. The complex has a large congress hall with a capacity of one hundred people. There are also classrooms of various sizes, computer labs and an outdoor training polygon.
The premises are used by police departments, the Ministry of the Interior, non-profit organizations, academic institutions and public administration bodies. "There is a great demand to use the Training Centre, which surprised us too," says Deputy Director Čejková, assessing the popularity of the premises, adding that the premises are 100% occupied. At the same time, everyone from the Police Presidium points out that such openness towards external entities is not usual at other police facilities.
Training track according to NATO standards and placement of educational facilities in a historic city
It is undoubtedly the most modern facility of this type within the Police of the Czech Republic, both technically and structurally. There is an outdoor polygon that meets NATO standards. "Preparation and training of police officers for international missions takes place here," says Col. Mgr. Ondřej Vinš, director of the Kutná Hora educational facility. It is also unique in that it is located in the vicinity of a historical city with monuments listed on the UNESCO World Heritage List.

Positive feedback from participants
Jan Mareš was a participant in the media communication training: "I have to say that the training center makes a very positive impression on me," he evaluates the hotel-type accommodation with bathroom facilities in the rooms, the connection of individual blocks and training rooms. Both the room equipment and the technical facilities are of a very high standard and have a modern look and a very clean design. "All of this contributes to the good feeling here. I will definitely be happy to return here for educational activities and future training," Jan Mareš continues to praise.
The only thing he misses in the educational center is more leisure opportunities. There is no playground, gym, or outdoor seating yet. But that is also being taken into account. "We are planning to build spaces for leisure activities so that the stay of the course participants is even more pleasant," says the director of the educational facility, Col. Mgr. Vinš, about the future vision.
"I am very pleased that, despite all the obstacles, we managed to build a modern police center from a neglected area," says Deputy Erika Čejková. "The EEA and Norway Grants played a key role in this. We are very grateful to have been involved in this project, I see it as a great benefit for the Police of the Czech Republic, for its security and for the training of police officers," concludes Colonel Jiří Fejfar.

Cíl projektu: | Building a functional police Training Centre by converting existing unused military facilities in Kutná Hora. The independent functional Training Centre will be part of a large complex with a total area of 26 418 m². The Centre will consist of 3 buildings with a total area of 1 600 m² and will include, among other things, a conference hall with a maximum capacity of 100 participants, 8 classrooms with a total capacity of about 190 seats and accommodation for about 100 participants. The Centre will provide the necessary conditions for holding conferences, training, exercises, workshops, courses and meetings at various levels, which will create conditions for improving the training of the Police of the Czech Republic and thus a higher level of its professionalism and deepening cooperation with other stakeholders. |
