Project description:
High prisoner numbers and the high rate of recidivism among former prisoners has long been a problem for the Czech justice system (up to 2/3 of former prisoners are returned to prison). Prison Service of the Czech Republic and the Probation Mediation Service (PMS) strive to implement procedures that have been tried and tested in other countries to facilitate the reintegration of prisoners. The evidence shows that the periods that have the highest risk for reoffending occur during the first months after release.
The main aim of the project is therefore enhance and improve the availability of standardized reintegration programs in the Czech Republic by establishing program centres and probation house.
The effective use of alternative sanctions through appropriate programs will support the perpetrators in the process of their integration into society - resocialization. The PMS has been for a long time dealing with an insufficient number of resocialisation programmes aimed at perpetrators serving community sanctions. Thus, the PMS wants to improve the availability of this type of programme by establishing regional programme centres. The establishment of these centres will ensure the availability of programs for persons sentenced to alternative punishments as well as for persons conditionally released from imprisonment. The programs will focus on problem areas in the lives of the offenders in order to support their efforts in changing their lives. Specialised PMS staff will work in each of the four programme centres – trained lecturers.
Within the project PMS ensures the reconstruction of a suitable building into the Probation House and its equipment and subsequently supports its operation for 2 years. . Persons conditionally released from imprisonment will be assigned to the resocialisation residential programme in the probation house. Professional prison staff and PMS parole specialists who prepare the documents for conditional release wil work together to identify suitable individuals.. The Probation House will provide for resocialising activities aimed at conditionally released offenders, including the control of court-imposed duties and restrictions. The residential reintegration program will focus on the support of competencies necessary for a proper life in freedom. The PMS will also cooperate with judges who decided about their conditionally released. They will be informed in advance of the establishment of the Probation House and its conditions.
Partnership in the project:
During the preparation and implementation of the programmes in programme centers the Prison Service CR professional staff will be consulted on the contents of the resocialisation programmes to ensure that, in cases involving individuals on conditional release, these seamlessly follow on from the educational programmes administered in the prisons.
When implementing the program centers and probation house, the PMS will draw on the experience of its Norwegian partners in Drammen. Buskerud half way house and probation office is one of the probation centers in Norway that currently manages the halfway house. Similar specialized programmes will be managed in the Czech Republic by newly established PMS programme centers. Norwey´s knowledge and experience of their implementation can therefore be a valuable source of inspiration for PMS employees and provide desired inputs to reach the purpose of the project.
