Objective of the Project |
Ongoing climate change bring new or increased threats to the environment and society, whereas some of them impact most the rural environment and culture, largely agricultural landscape. It's both threats associated with the loss of sustainability, i.e. threats presenting themselves in the long-term period (decades), and short-term or medium-term threats such as extreme weather events (periods of heat or freezing temperatures, extreme winds, extreme rainfall, etc..), draughts or on the other hand floods etc. Due to the ongoing climate change, existing mitigation and protective measures exhibit lack of efficiency and it is necessary to switch to a proactive approach, based on an analysis of potential vulnerabilities in the region, the adaptation of the society, and thus the environment influenced by this society, and using the modern concept of disaster resilience, including the adaptation instead of the existing static concept of resistance to disasters. The main objective of the project is to develop a strategy for the integration of climate change adaptation in the regional development of rural areas and to strengthen resilience. The strategy is followed up by a formal process of conversion to the regional level and the implementation in the specific conditions of Czech regions and micro-regions. The project is directly linked to national and international strategic documents and will benefit from the synergy of several types of partners on the Czech part, complemented by the intensive cooperation with the experienced and internationally-established Norwegian partner. Due to the expected inhomogeneity of knowledge about the climate change and the potential differences in the approach to it in various regions, the project will also include input information campaign investigating attitudes of the society in several various locations. The procedure for establishing the strategy will include both methods of vulnerability analysis of individual components and entities in various types of landscape and society, and synthetic portion enabling the specific measures, by which risks caused by climate change are reduced preventatively, or flexible mitigation measures will be prepared for them. The resulting strategy will be implemented through local action groups (LAGs), which will ensure the participation of stakeholders from various sectors (public, private, non-profit). Dissemination activities will also include other target groups including schools. The project will be implemented by a consortium formed by various types of partners; four Czech partners are supported by a knowledgeable and open Norwegian partner. The project is divided into the following three activities: 1. The communication, capacity building and dissemination, 2.Shaping the strategy of adaptation to climate change at the regional level 3. The implementation of a strategy including vulnerability analysis and proposed adaptation measures. The main outputs of the project include the written Strategy for the integration of climate change adaptation in regional development of rural areas and the related methodology for strengthening resilience and further changes in the strategic documents in at least 20 regions (areas of local action groups, LAGs) based on vulnerability analysis of a particular territory with implications for policy and implementation plans of the community managed local development and plans for achieving adaptation to climate change.
