The Programme Operator announces an update to the Call for Proposals BAHR1, BAHE2, BAJU1 of grant applications for funding bilateral initiatives from the Fund for Bilateral Relations at Programme Level financed by the Norway Grants 2014-2021.


The update responds to the adoption of the new Commission Regulation (EU) 2023/2831 on the application of Articles 107 and 108 of the Treaty on the Functioning of the European Union to de minimis aid, which replaces Commission Regulation (EU) No 1407/2013 and sets new limits and rules for de minimis aid. This marks the end of the transitional period for the application of Commission Regulation (EU) No 1407/2013, which expires on 30 June 2024, and introduces the following changes:

 

  • Increase in the aid limit: The total amount of de minimis aid for a single undertaking may not exceed EUR 300,000 over a three-year period (previously EUR 200,000).
  • Change in the reference period: The reference period for determining the de minimis limit now includes the 3 years preceding the day on which the aid is granted, instead of the previous practice of counting the current and 2 previous fiscal years.
